Hmmm, didnt the Boston police get sent over there to do some consulting after 9-11. What makes Boston so special? At any rate it 'didnt work out' was the end of that experiment. Boston has a way of protecting thier little favorites too.

    But for TI's, they do the opposite, right? If they can't frame a TI up for something, they'll label the TI anyways and accuse them for some infraction the system wanted them framed up for, but failed. But they get all their infractions overlooked.
