Back in the day, post 9/11, during Bush admin and early Obama gang stalking groups were used moreso than today. These were small groups of people who were basically cult mind controlled and probably joined these groups for similar reasons to the overt straight forward gang stalking perp groups. All these groups would travel the USA and harass different Targets.
In 2008 in St Louis there was a particularly nasty group harassing people. TIs have told me they've heard members in this area even bragging about their coven but these victims actually know genuine wiccans and the people bragging were harassing them not acting normally speaking about such subject matter. In other words-they were perps not normal people who practice Wicca.
That's why it's used as a form of mind control and not genuine Wiccans practice.
We all know wiccans who can be selfish assholes who only want material things or abuse their power but usually these people are just expressing natural human greed tendencies. Their sole purpose in life isn't to be part of a cult like group and travel the country getting paid to harass Targeted Individuals.
Vulnerable people can get sucked in by these people who nowadays operate more stationary and in fixed locations. Nobody in their right mind would ever attempt the overt, crazy harassment that went in before smart phones had cameras and the surveillance capacity they have today.
